With reference to Sir P. D.

Lugard's Confidential Despatch of the 2nd. of last

February and to subsequent correspondence as to the

boundaries of the New Territories added to this Colony by

the Convention with China dated the 9th. June, 1898,

have the honour to state that in September, 1904, Mr. C.

Clemonti, then member of the Land Court for the New

Territories, drew the attention of the Government to a

small rock called Swallow Rock (*) lying off Tai O

village, within 3 miles of the West coast of Lantao Island,

stating that it was reported to be a first class station

at certain seasons of the year for catching Wong-fa

() fish, that the rock was uncovered at all states

of the tide and was marked on the Admiralty Charts.
